Successfully completing Vermont’s mandatory DUI program (formerly known at CRASH, now the Impaired Driver Rehabilitation Program or IDRP) involves a number of specific steps that need to be completed to meet the requirements on the path to license reinstatement.

  • 1. Evaluation

    Complete your intake form & we’ll help you evaluate your requirements & create a roadmap for the completion of your mandatory programs.

  • 2. Education

    Complete a 2-day training comprised of 10 total hours of lectures, reading, videos & group discussion. Click here to view upcoming dates.

    CARTER, Inc does not require an exit interview. However, we strongly recommend confirming with us prior to contacting DMV for license reinstatement.

Meet The CARTER, Inc Team!

Dr. Rick Barnett, PsyD, MS, LADC holds a Bachelor’s degree in psychology from Columbia University, a Doctorate & Master’s Degree in Clinical Psychology & a Master’s Degree in Clinical Psychopharmacology. He is a Licensed Alcohol & Drug Counselor & holds certificate in Problematic Sexual Behavior (PSB-S) & Gambling Disorder. Dr. Barnett’s service goes beyond the clinical world into his community & public policy as he has served on & continues to work with many community & government boards & committees. He is in long-term recovery from addiction and is an active advocate for addiction treatment & recovery resources.

Shaina Lussier, LICSW - Intake Coordinator

Shaina Lussier received her Masters in Social Work from the University of Albany, SUNY in 2016. Shaina has been licensed as a social worker since 2018 and has been working in the human services field since 2016. Her professional interests include helping individuals navigate their traumatic experiences through telehealth psychotherapy. In addition to running her private practice, Shaina has been working with Carter since 2019 as the IDRP Intake Coordinator.

Danielle Wallace completed her Bachelor’s Degree in Mental Health and Human Services with an Addiction focus through the University of Maine at Augusta in August 2017. She participated in a two-semester senior internship with WomenSafe in Middlebury as a domestic and sexual violence advocate. She has continued to work with Womensafe as a part-time advocate. She has been employed at the Addison County Restorative Justice Services. She recently completed a Masters Degree in Restorative Justice through Vermont Law School. Danielle has been working with Carter, Inc. since 2019 as an instructor and more recently as the IDRP Administrative Coordinator.

  • $400+$15 processing fee = $415 total by paying online.

    You may also send $400 check or money order to: 53 Old Farm Rd, Stowe, VT 05672.

    The evaluation appointment is $185 (+$5 fee) and must be paid before or at time appointment. The education component is $230 (+$10 fee). Total must be paid in full in order to complete the program.

    Both of these costs are standardized by the state & the same regardless of which clinic you work with in Vermont.

  • Evaluation appointments can be scheduled at any time to begin the process.

    So long as you participate & complete all requisite education & treatment components, you will complete the full program — in most cases — within 1–2 months of your initial evaluation.

  • We screen all participants before accepting them for our evaluation call.

    In other words, once you have scheduled an evaluation, your eligibility will be considered verified & your completion of the course depends solely on your participation & ability to pay for the requisite education component.

  • If this is your 1st or 2nd DUI offense, you must complete an evaluation appointment and complete the 10hr class.

    Many DUI #1 cases also require at least 4 sessions of counseling.

    All DUI #2 must complete a minimum of 20 sessions of counseling over at least 6 months.

    A 3rd DUI offense is considered a lifetime suspension of license. Counseling sessions are also required. With proof of 3 years of sobriety verified through alcohol counseling program and other sources, you can then apply to have your license reinstated.

  • If you live out-of-state & receive an impaired driving offense in Vermont, you must complete your state’s approved program & provide proof of completion. HOWEVER: Vermont is a member of the 47 State Driver License Interstate Compact, which allows the exchange of information concerning license suspensions & traffic violations of non-residents. Contact Vermont Department of Health for more info.

  • Once complete the program with CARTER, Inc., it is suggested you call the Vermont Department of Health at 802-651-1574 to verify that your IDRP requirements have been received and that the DMV has been notified. In special circumstances if requested, CARTER, Inc. may send you a letter verifying you’ve completed CARTER’s IDRP process.

  • For DUI #1 or “first offense”, a minimum of 4 counseling sessions is often required.

    For DUI #2+ or “multiple offenses”, a minimum of 20 counseling sessions is required by the State of Vermont.

    Final session of counseling must occur within the 60 days of submitting Treatment Information Form (TIF).
